Re: Support for the CPS Victims’ Right to Review (VRR) Pilot Scheme
I am writing to you as a constituent to ask for your support in ensuring that the Crown Prosecution Service’s six-month Victims’ Right to Review (VRR) pilot is secured beyond its current trial period and placed on a statutory footing.
As you will know, the VRR allows victims to challenge certain CPS decisions not to charge, discontinue, or offer no evidence. However, under the current national scheme, survivors are often only told after their case has been closed, leaving them retraumatised and with no way back.
The West Midlands pilot, launched in June 2025, is a small but vital change. It allows survivors to be informed earlier and to request a review before a case is finally closed - safeguarding prosecutions that may otherwise collapse prematurely.
The evidence is compelling:
Between 2021 and 2025, over 820 VRR requests were submitted, with 106 decisions overturned (around 13%).
In rape and serious sexual offence cases, reviews have directly prevented wrongful decisions from standing.
Survivors and organisations, including Rape Crisis, Solace, Rights of Women, and the Independent Victims’ Commissioner of London, all back making early VRR permanent and national.
The proposed amendment would:
Put the pilot on a statutory footing and extend it nationally.
Require CPS to notify survivors in advance and provide a 10-day window for review requests.
Ensure reviews are conducted by a different prosecutor and that data is transparently reported.
This reform is a simple safeguard that prevents miscarriages of justice, restores survivors’ trust, and strengthens accountability in our criminal justice system.
I ask you to please:
Support an amendment to make the VRR pilot permanent and national; and
Raise the importance of early VRR with Ministers and in Parliament, so survivors everywhere can benefit from this safeguard.
