Taking the call for change to Downing Street to demand action on a dangerous safeguarding loophole
Campaigners are heading to Downing Street this September to demand action on a safeguarding loophole that can allow registered sex offenders to change their names and obscure their past.
On Friday 25 September, survivors, campaigners and supporters will gather in Westminster for a Rally for Della’s Law - calling on the government to strengthen protections around registered sex offenders changing their names.
The campaign, led by The Safeguarding Alliance and survivor ambassador Della, has spent years highlighting concerns about the ease with which registered sex offenders can change their names by deed poll.
Under the current system, registered sex offenders are subject to notification requirements, including notifying police of changes to their name. Campaigners argue that placing responsibility on offenders to report those changes leaves a potentially dangerous gap when those requirements are breached.
The Safeguarding Alliance says its research has identified cases where offenders have changed their identities and subsequently fallen off the radar of authorities, undermining safeguarding measures designed to protect women, children and vulnerable people.
For Della, the issue is deeply personal. She is a survivor of child sexual abuse and discovered that the man who abused her had changed his name multiple times. Her experience has become the driving force behind the campaign for what has become known as Della’s Law.
What is Della’s Law calling for?
At its heart, the campaign is calling for a system in which registered sex offenders cannot use a change of name to obscure their identity or offending history.
Campaigners say reform is necessary to ensure that different agencies can reliably link an individual’s current identity to previous names and records - and that safeguarding mechanisms such as DBS checks and disclosure schemes remain effective.
The issue has already reached Parliament, with previous legislative action requiring the government to examine the problem and potential solutions. The campaign is now calling for that work to translate into stronger protections.
